California LifeLine Eligibility Requirements

California residents are eligible to receive lifeline service through Excess Telecom if they have a household income meeting the California income requirements for federal poverty level or participate in one of the following federal or state assistance programs:

  • Medicaid/Medi-Cal
  • Low Income Home Energy Assistance Program (LIHEAP)
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance or Section 8
  • CalFresh, Food Stamps or Supplemental Nutrition Assistance Program (SNAP)
  • Women, Infants and Children Program (WIC)
  • National School Lunch Program (NSL)
  • Temporary Assistance for Needy Families (TANF)
    • California Work Opportunity and Responsibility to Kids (CalWORKs)
    • Stanislaus County Work Opportunity and Responsibility to Kids (StanWORKs)
    • Welfare-to-Work (WTW)
    • Greater Avenues for Independence (GAIN)
  • Tribal TANF
  • Bureau of Indian Affairs General Assistance
  • Head Start Income Eligible (Tribal Only)
  • Food Distribution Program on Indian Reservations
  • Federal Veterans and Survivors Pension Benefit Program

California LifeLine Information:

The California LifeLine Program is a state government assistance program that provides discounted monthly phone services to eligible households. Proof of eligibility is required. Only one discount per household is allowed (except for teletypewriter users and for Deaf and Disabled Telecommunications Program participants). A household is defined as any individual or group of individuals who live together at the same address, and share income and expenses. Each household must choose to get the discount either on a home phone or on a cell phone, but not on both. Households cannot get the discount from multiple phone companies at the same time. Consumers who willfully make false statements in order to obtain the benefit can be punished by fine or imprisonment or can be barred from the program. If the service is not used for 30-day period, the subscriber is subject to de-enrollment from the program. To learn more, go to Program Guidelines at www.californialifeline.com. Coverage limitations such as weather conditions, terrain, signal strength, and/or service outages may affect wireless phone service, quality or access to E-911 and or 911 in the event of an emergency. By removing a wireless cell phone from a residence that does not have other phone services, residents may not have a way to make 911 calls during an emergency.

California LifeLine is a government assistance program. Excess Telecom contracts with IM Telecom for subscribers to apply their California LifeLine benefits to Excess Telecom branded plans (“Excess Telecom powered by IM Telecom”). Only one service is allowed per household and only qualified consumers with documentation proving eligibility may enroll. LifeLine services are non-transferable. If the service is not used for a 30-day period, the subscriber is subject to de-enrollment from the program. If you remove your wireless handset from your home, other family members in your household may not be able to reach 911 emergency services. Wireless service may experience interruptions due to weather conditions, terrain, or gaps in service coverage. A free smartphone from Excess Telecom powered by IM Telecom is available for qualified subscribers.
